National Energy Revolution Begins in Shagamu
In a landmark move toward achieving universal energy access and sustainable development, the Federal Government has launched the Sustainable Energy Access Projects (SEAP) with the commissioning of a 30-megawatt power facility in Shagamu Local Government Area (LGA), Ogun State. This marks the first major step in the nationwide rollout of SEAP, designed to deliver a minimum of 5 MW of clean, decentralized power to each of Nigeria's 774 LGAs.
Announcing the launch on his official X (formerly Twitter) handle, the Minister of Innovation, Science and Technology, Chief Uche Geoffrey Nnaji, emphasized the project's alignment with President Bola Ahmed Tinubu GCFR's Renewed Hope Agenda, calling SEAP a "transformative solution to Nigeria's energy challenge."

What SEAP Will Deliver
The SEAP initiative is a multi-sectoral infrastructure program designed to tackle the persistent lack of access to reliable energy in underserved communities. It is structured around three core pillars:
- Hybrid Solar-Gas Mini Grids
Off-grid systems will provide consistent electricity for health clinics, agro-processing, schools, telecom masts, and households, particularly in hard-to-reach LGAs. - E-Mobility for Last-Mile Transport
Each LGA will benefit from the conversion of 1,000 tricycles from petrol to electric power, reducing urban emissions and promoting cleaner, cheaper transport alternatives. - Clean Cooking Transition
To address deforestation, pollution, and gendered health burdens, over 20,000 households per LGA will transition from charcoal/firewood to LPG/CNG-based clean cooking, powered by locally manufactured cylinders and a pay-as-you-cook model.
Strategic Partnerships and MoU Signing
During the Shagamu commissioning, a tripartite Memorandum of Understanding (MoU) was formalized between:
- Association of Local Governments of Nigeria (ALGON) - community and land liaison
- Data Analytics & Solutions International Ltd (DAS) - project development, financing, analytics
- CCK Electric Power Technology Company (CKCEP) - EPC, O&M, and technology transfer lead
This collaboration ensures a seamless public-private model for delivering infrastructure at scale, supported by robust technical and local governance structures.

A Call to Development Partners
The Ministry of Innovation, Science and Technology is inviting collaboration from global development institutions—particularly the United Nations Development Programme (UNDP)—to ensure gender-responsive, youth-inclusive, and climate-smart delivery of SEAP components across the country.
